Fee Assessment
The Guildhall School is a publicly funded educational institution and must charge two levels of fee: the lower 'home' fee and the higher 'overseas' fee. Students pay the 'home' or 'overseas' fee depending on whether they meet certain criteria as set out by the fee regulations. Students at the Guildhall School are studying at higher education (HE) level in England, so must meet different criteria than students studying in Scotland, Wales or Northern Ireland, and students studying a course at further education (FE) level.
All applicants must complete a fee assessment form when accepting an offer to study at the Guildhall School. This form enables us to accurately assess your fee status in the UK. The School is required to ensure that students are correctly charged the ‘home’, ‘overseas’ or ‘ELQ’ fee rate. For information on ‘ELQ’, please read this page.

Residential Categories
Fee status is largely based on residency as well as nationality. Please refer to the definitions of different residential categories below. Please note – this list is for guidance purposes only and is not exhaustive. For more detailed information, please see the UKCISA website.
UK Citizen or EU National:
- You are a citizen of the UK or a country within the EU; or
- You are a ‘relevant family member’ of such a person; and
- For the last three years, you have lived within the UK, EU, EEA, Switzerland, or the Overseas Territories for a reason other than full-time education.

EEA / Swiss National:
- You are a citizen of Switzerland or a country within the EEA and you are working in the UK; or
- You are a ‘relevant family member’ of such a person; and
- For the last three years, you have lived within the UK, EU, EEA, Switzerland, or the Overseas Territories for a reason other than full-time education.
Child of a Swiss National:
- You are the child of a citizen of Switzerland and your Swiss parent must be exercising a right of residence in the UK (for example as a self-sufficient person, a worker, or a student); and
- For the last three years, you have lived within the UK, EU, EEA, Switzerland, or the Overseas Territories for a reason other than full-time education.
Child of a Turkish Worker:
- You are the child of a citizen of Turkey who is lawfully working in the UK; and
- For the last three years, you have lived within the UK, Turkey, EU, EEA, Switzerland, or the Overseas Territories for a reason other than full-time education.
Settled in the UK:
- You have been granted Indefinite Leave to Enter/Remain in the UK; or
- You have the Right of Abode in the UK; and
- For the last three years, you have lived within the UK for a reason other than full-time education.
- Note: this category does not apply to diplomats and their families.
Long Resident:
- You are either:
- under the age of 18 and have lived in the UK for the last seven years; or
- over the age of 18 and have lived in the UK for half your life; or a period of twenty-years; - For the last three years, you have lived within the UK for a reason other than full-time education.
Refugee:
- You have been recognised as a refugee by the UK Government; or
- You are the spouse, civil partner or child under 18 of such a person at the time the asylum application was made.
- Note: The Home Office will have sent you a letter confirming your status if you are officially recognised as a refugee in the UK.
Humanitarian Protection or similar:
- You have been granted Humanitarian Protection or Discretionary Leave; or
- You are the spouse, civil partner or child under 18 of such a person at the time the asylum application was made.
- Note: The Home Office will have sent you a letter confirming your status if you have been granted Humanitarian Protection or Discretionary Leave in the UK.
Other:
If you do not fall into one of the categories above, you should select ‘Other’ as your residential category.
European Union (EU)
Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus (but not the Turkish Republic of Northern Cyprus), Czech Republic, Denmark (not including the Faroe Islands and Greenland), Estonia, Finland (including the Aland Islands), France (including the French overseas departments of Guadeloupe, Martinique, Mayotte, French Guyana, Reunion and Saint-Martin), Germany (including Heligoland), Greece, Hungary, Republic of Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal (including Madeira and the Azores), Romania, Slovakia, Slovenia, Spain (including Ceuta, Melilla, the Balearic Islands and the Canaries), Sweden, and the United Kingdom (with Gibraltar).
European Economic Area (EEA)
Countries of the EU plus Iceland, Liechtenstein and Norway. For the purposes of residence, this includes the whole of the island of Cyprus.
The Overseas Territories (OT)
Anguilla; Aruba; Bermuda; British Antarctic Territory; British Indian Ocean Territory; Virgin Islands (British); Cayman Islands; Ducie & Oeno Islands; Falkland Islands; Faroe Islands; French Polynesia; French Southern and Antarctic Territories; Greenland; Henderson, Mayotte; Montserrat; Netherlands Antilles (Bonaire, Curaçao, Saba, Sint Eustatius and Sint Maarten); Pitcairn, South Georgia and the South Sandwich Islands; St Helena and Dependencies (Ascension Island and Tristan de Cunha); St Pierre et Miquelon; Saint-Barthélemy; the Territory of New Caledonia and Dependencies; Turks and Caicos Islands and Wallis and Futuna.
